The character builder says that if I put a value in Override HP that will be the max number. "The number you enter here will display as your hit point maximum on your character sheet." And this is true... until you take a Long Rest.
Is there a way to actually override this that will survive a Long Rest click? I tried changing the Hit Point Type setting from "Fixed" to "Manual" and this doesn't help.
The general rules of D&D say that all changes to max HP are reset when you take a Long Rest, so that's what the character builder does. It does give you an option to not do that when you click the Long Rest button (there's a checkbox for it) but you do have to make sure to uncheck it every time.
What's the reason for wanting it to persist past a Long Rest? If it's some kind of house rule for a permanent character trait, it may be better implemented as a homebrew feat.
Change your hit points mode to manual, and then change your rolled HP to match what you want your HP value to be minus your constitution bonus. For example if you want hit points max of 100 and your con bonus is +5, set your rolled HP to 95.
This will mean on increasing your con bonus, your HP will still increase but you can adjust the rolled HP to offset

The reason is the DMs for my local store's campaign want hit points to be rolled. They do some sort of standard deviation unless you roll higher. For my 9th level cleric this jumped from from 66 to 71 hp. The change Davyd suggested worked for me.
