My Minitar barbarian has GWM feat, and was attempting to use it after a horn attack killed the ruffian. I believe and temporary ruled that horns would not trigger GWM. anyone have input or rules page to show why i am or not right?
No they wouldn't. The feat specifically says "melee weapon" not "melee weapon attack". If it was the latter it would count - but the former it doesn't.
Great Weapon Master: "On your turn, when you score a critical hit with a melee weapon or reduce a creature to 0 hit points with one, you can make one melee weapon attack as a bonus action." Horns: "Your horns are natural melee weapons, which you can use to make unarmed strikes. If you hit with them, you deal piercing damage equal to 1d6 + your Strength modifier, instead of the bludgeoning damage normal for an unarmed strike."
The Horns are a melee weapon. GWM is triggered when you reduce something to 0 with a melee weapon. Can't say I see why you wouldn't get the BA attack.

Bro, it's up to you. The books are not rulebooks but guidelines. As the Minotaur in this situation, I say rule one way or the other and let's just stick to it. first page of text in the Dmg, paragraph 7.

I like the rule of cool, and after bopping someone to death with my maul, i'd like to turn to the next and gore them. does half as much damage as bopping the next with the maul again. If you say nah though, it's all good my friend.

There is some debate about whether or not natural weapons are "weapons." Sage Advice doesn't clarify, and JC tweets are usually unclear.
When in doubt ask DM.
