I want to build a pc based on the Draugr, a Norse undead monster. The issue is that the draugr is pretty overpowered so making a pc out of it is tricky.
Here's the draugr's power list:
superhuman strength
increase size
control the weather
drive creatures mad
shape-shifting into animals & smoke
spread disease
move through walls
cursing creatures
enter creatures' dreams
see the future
turning people into draugr by killing that
For race and class, I'm thinking a human revenant druid to get shape-shifting & weather control and use Strength 15 to get super-strength. What classes will give me the other powers? Will the sorceror class help? Please give me your thoughts.
Druid, Wizard and Cleric can do almost everything on your list with a spell or feature. Super Strength would probably be a magic item like belt or gauntlets.
This sounds like a high level druid to me. Starting with Goliath as your race for the size and strength (remember anything above 10 str is greater than average). If your game uses the boons from Theros you may be able to do something about the undead aspect.
Edit: I'd probably look at reskining spore druid to fit your theme, since their spores could fit your spread disease and they get a limited ability to make undead.
This doesn't sound like the Draugr from Skyrim. Where does this Draugr come from?
I would think a Draugr would be a variant of a zombie. I can't imagine playing a zombie, even a powerful one, in D&D. It sounds like you're going for an evil campaign.
move through walls (got nothing at this point, might be a spell or three I didnt think of)
cursing creatures (Would need to multiclass/ find an item that casts Bestow Curse, alternately when 5th level spells are available Geas might match this theme)
enter creatures' dreams (Thought druids got the dream spell, that might be a subclass specific option)
see the future (Would need multiclass or an item that casts an appropriate spell like Augury)
turning people into draugr by killing that (Animate Dead spell and I believe there is a higher level subclass feature that creates an undead)
I would look at Cleric options if you wanted to multiclass to fulfill the theme on a high level char(they get most of the spells I mentioned above

Draugr originally came from Norse myth, and his list of superpowers in the OP does line up with draugr from those stories. Skyrim draugr are ***tame*** compared to the mythical ones.

Unearthed Arcana released options for playing a revenant as a subrace. Here's the pdf: https://media.dnd.wizards.com/upload/articles/UA%20Gothic%20Characters.pdf
The draugr i basing this off of is from real-world Norse myth. Video games don't do the draugr proper justice: https://en.wikipedia.org/wiki/Draugr#Traits
Here is what I came up with for a lvl 5 char: https://ddb.ac/characters/31118675/LpiCTn
