Does Darkvision see through the flames created by SoM or is it more like a fog cloud? Would someone with darkvision still be blinded to someone who has SoM up?

While it does create darkness, the shadows around the caster themselves reference the heavily obscured rule and not darkness. Thus, darkvision cannot see through it and RAW even Devil’s Sight fails to penetrate it.

Darkvision allows a character to sense something/someone that would normally be heavily obscured due to darkness and instead sense them as if they were lightly obscured by dim light. Shadow of Moil heavily obscures a character with darkness.

Spells do what they say they do, no more or less. The spell states it causes others to not be able to see the caster because they are heavily obscured and are effectively blind when trying to perceive in the area(due to the rules on heavily obscured as per the effect of the spell), but it doesn't state the caster themselves are blinded due to being heavily obscured. You are obscured because of the effect of the spell. Magics are preventing other people perceiving you with natural senses and even some magical senses, and natural vision based senses do not penetrate. Truesight would penetrate. Tremorsense would probably penetrate.
Flame-like shadows wreathe your body until the spell ends, causing you to become heavily obscured to others.
No mention of lighting conditions, just that "shadows" are created that are heavily obscured.
The shadows turn dim light within 10 feet of you into darkness, and bright light in the same area to dim light.
And this part separates the "heavily obscured" effect from lighting conditions, as their effect on ambient light isn't enough to guarantee you'd be obscured by it.
