no, it's not a bonus to damage. It's a limit on damage. They can never deal more than 1 point of damage with weapons. ever.

In that case, I would DESCRIBE this in the description text, of a trait that is added to the race. So in most games, DMs and players know to only deal 1 hit point of damage.
If necessary to implement this mechanically, maybe substitute each and every weapon, to be as if an Unarmed Attack, instead. Strength might make it beyond 1 point of damage, but it would be unable to stack with most ways of increasing damage.
So, the only weapon that the race can equip is Unarmed Strike. And they would use this instead, whether they are wielding a sword, mace, or anything.
Note, I tried to make a Shortsword deal 1d8 damage, instead of 1d6, to represent a "normal sword", like a viking sword or knightly sword. I didnt find a way to do this. Instead, I was able to modify a Longsword, which already dealt 1d8 damage, and was able to "Ignore" its versatile weapon property, and then add the finesse weapon property. So, I did get the result I wanted, but I had to find something that already had the base damage that I wanted.
So, in your case, the Unarmed Attack already deals 1 point of damage, so it might be good enough to use instead of any weapon? Every weapon would deal bludgeoning damage, that is probably ok?

If I recall correctly, that should be easy. Simply Add a Modifier, as a Bonus to Damage.
If all else fails, Create a Wondrous Item to represent the trait that adds the extra damage, then permanently equip this magic item.

You probably just have to add it as a note in the race description and have players customize their weapons.
