I am playing in a campaign as a barbarian and I wanted to play a storm/lighting-themed barbarian Storm Herald just wasn't doing it for me so I decided to make my own! I'd appreciate any feedback on if the subclass is lacking anything or if stuff should be buffed or debuffed. I would like an opinion as well for a change to the third-level feature where instead of a ranged weapon attack, it is a melee weapon attack (Flavored as a whip) but the range is halved at 3rd and 14th level.

Make a melee weapon attack using your Strength modifier, for which you are proficient. On a hit, the target takes 2d6 lightning damage, plus your Strength modifier and your Rage Damage bonus.
That is very awkward wording and confusing as to whether you are actually making a weapon attack and adding 2d6 lightning or not. Also simply adding this attack is sufficient for a 3rd level feature for Barbarian. The "augments" are over the top and make the subclass seriously OP (basically getting Battle Master subclass for free on top of a Barbarian subclass).
IMO the simplest "fix" would be to instead of making the Lightning Lash a bonus action, make it so they can:
Lightning Lash : When you make an attack with a weapon, you can change the damage type dealt by the weapon to Lightning or Thunder, if the weapon is a melee weapon you also increase it's reach by 10 ft. Each time you hit with this attack you gain one Storm Mote that swirls around you either as a jumping lightning bolt or a strong wind. You can when you hit with a Lightning Lash attack, you can expend 1 mote to produce an additional effect from the list below, you can have a maximum number of motes equal to your STR modifier: Jormungandr’s Coil Loki lash - no free damage just grapples them Hræsvelgr’s Stride - extra damage = your proficiency bonus
At 6th level add a features granting more Storm Mote abilties Skoll’s Strike - deal damage = your proficiency bonus to creatures Porr's rejuvination Thym's Wrath
