Is there a way to link the highest spell level available to upcast Cure Wounds to the character's highest available spell slots? I tried using min [1] - max [9] but it allows the character to upcast the spell above it's highest available spell slot.
I am pretty sure that you can't link a magic item to a persons level, or spell level. I can think of three options here.
If you are going to use this just for you, then DO NOT PUBLISH IT or at least keep a version that you don't ever plan to publish. That way you can go in and edit the item to set the maximum charges to what you can cast. Not much anyone can do about the versions you already published though.
If you are going to keep with Publishing then make each version have a different maximum, stating it in the description and even in the name so that a person can just add the item with the number of charges that they want to/can use.
Leave Cure Wounds at casts at level 1, min and max 1. The player will have to remember to upcast Cure Wounds on their own, and use the appropriate amount of charges.

I don’t mind leaving the item public. It might inspire other people.
As for my resolve of the matter, I think I’ll use you’r first suggestion and keep an unpublished copy to myself and keep editing it as I go up in levels.
