I've created a homebrew item in my game which allows the user to cast the spells Ray of Frost and Iceknife. I'm trying to set the 'to hit' bonus as a flat +5 to the roll, but can't figure out a way to do this.
Currently when a character uses the item, it is creating a 'to hit' bonus of the characters Spell Casting Ability Mod PLUS the characters Proficiency.
I'm sure that I'm just missing something small and silly, but can't for the life of me figure it out. Is anybody able to please help?
There should be an option that says OVERRIDE. This would prioritize a set bonus over the spellcasting ability. Instead of having the caster learn the spells, the item would cast using charges. Circlets of Blasting are the prime example of this. If you specifically want the caster to learn the spells, they will use their bonus.

My only good homebrews: Races, Subclasses.
An aspiring DM and Homebrewer. Ask me if you need anything.
Thanks for the response! I can't seem to find the OVERRIDE though? Would this be on the Item itself, or on the Character Sheet?
On the item.
