I'm doing this since a can't make a jack-of-all-trades class so the background will do since it has some skill proficiency (you can correct me if I'm wrong). It's kinda like the seeker class from Kingdoms of Amalur, the Heroes from the fable series, and the main character from gothic. Though I'm not sure if I got the Background thing correct

Skill Proficiencies: You gain +3 Athletics, +3 Acrobatics, and +3 Arcana.Tool Proficiencies: None.Languages: You gain to speak and write Celestial and fiendish.Equipment: Any.
Feature: Drayon
You gain the power and knowledge to cast arcane magic (even as a fighter, rogue, or cleric) and can use and be skilled in swordplay and archery for you are a jack-of-all-trades hero who is a warrior, thief, and mage mix together even as a non-multiclass character. You even gain +1 to STR, DEX, and INT.

Fane bolt.
Firebolt
Lightning bolt

Suggested Characteristics
Altruist
Pragmatic
courageous

You gain the power and knowledge to cast arcane magic (even as a fighter, rogue, or cleric) and can be useful in swordplay and archery for you are a jack-of-all-trades hero who is a warrior, thief, and mage mix together even as a non-multiclass character.

I think the issue is that you are approaching this as a background. Backgrounds don’t provide mechanical benefits besides the 2 skills and 2 languages/tools and a flavor feature. You should make it as a race, like “Alternate Human: Kingdoms of Amalur” with these kind of features. For balance concerns, maybe look at something like Tiefling, which is a balanced race that grants spells.
A background is supposed to be for stuff like Noble, Cook, Soldier, Sage, your profession/past, but for something like this you could use it as a variant race you have all the players pick.

this is extremely odd and over powered
the feature is overly mechanical for a background feature and gives them a 3rd level spell at 1st level
the skill profencies make no sense (to many and their not even profs their plus 3´s)
The ability score increases is absurd
the characteristics are mostly positive and are structured entirely seperate from normal backgrounds
if you want a jack of all trades give it the jack of all trades feature instead of skill profs and make an actual god dam background
