Is there anything in D&D Beyond, homebrew feat or magic item, that will allow a multiclass character to round up instead of round down if they are multiclassed as a full caster (Cleric) and half caster (Ranger). I have a Cleric 10/Ranger 3 at the moment and I'm hoping to convince my DM to allow me to get closer to the power level of our 13 level full casters. My multiclass was very storyline based and it'd be an option to just allow the rounding up instead of down.
5e allows multi-classing, but is not designed/balanced for it, so you won't find anything of that nature in currently existing official content.
The only official way to round up, that I know of, is to multi-class with the Artificer class.
Practically speaking, it wouldn't be possible to alter a classes multi-classing mechanics with homebrew content. It would be a major pain to attempt to implement, since you'd have to track everything manually.
You round down because Rangers don't get spellcasting until Ranger level 2. Artificers, on the other hand, are half-casters that get spellcasting at level 1, so they round their Artificer levels up when multiclassing.
I know this doesn't help what you're trying to do, but it's how the multiclassing rules work.

I was hoping there was an item that buffed the level of spells you could cast by a 1/2 level or level even if I had to manually turn it on or off depending on which level I was, but I guess not. I guess I could add a level in a half-caster class like Ranger, but then I'd have to manually track hit points and a few other things. I guess there is no ideal way to do it. I might just need a second character sheet that shows what spells I could cast.
Your best compromise, if your DM allows it, may be to create a magic item like the Staff of Power that includes the spells that you want added to your list, with an appropriate number of charges. That will give you a way to see and track them without messing with the character itself. This will let you cast spells that are beyond your natural capabilities.
