When you say an NPC, do you mean this is for a monster stat-block?
I wouldn't bother including Great Weapon Fighting on a monster block personally, as you don't really want re-rolling and such when running a monster; it'd be much easier to just give it a more consistent damage dice as it'll work out roughly the same.
For example, if the attack is normally d12 + 2, you could change it to d10 + 4, this means the minimum damage is now 5 so it'll be a lot more consistent.
Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.
