I'd like to have 2 effects that can be chosen from. for example one effect is to make a target do a saving throw and apply the prone condition on a fail and the second effect (that would not apply if the first one would and the other way around) is damage.
Personally, I’d suggest looking at Chaos Bolt as a template. The way I’m seeing it is that you have the caster roll a few damage dice and one of the dice determines the effect. You could have a push/pull (moves a number of feet based on the roll), opposed STR/DEX or fall prone, or conditions like blind/deaf. Maybe keep the damage, a passed save reduces damage by half and negates the secondary effect, fail and suffer the full effect.
You could even think of it as adding a CON save to Web, gaining the poisoned condition on a fail. Pass or fail, the target is still dealing with the web.
