I've never actually modified a statblock before, so just wanted some advice and what I should change things to.
Background is that I'm running a campaign and was unable to get round to doing someone's backstory in the first couple of levels for various reasons. I'm looking to do it at L4 or L5. Their backstory involves Goblins as the main race that oppose them, with a couple of Ogres as beefier enemies and a Goblin Boss as their leader.
The problem is that they're very low CR and I don't want them to be sword fodder. Any advice on how to scale them up? They're in Icewind Dale (we're playing Rime of the Frostmaiden), and thematic abilities would be cool. I was thinking of adding a burrowing speed so they can hide and travel through the snow.

If you're not willing or able to to discuss in good faith, then don't be surprised if I don't respond, there are better things in life for me to do than humour you. This signature is that response.
Any easy fix is to take a CR-appropriate humanoid statblock, replace some of its features with those of a goblin, but keep AC, HP, saves, etc. the same as the base creature's, and make the creature size small.
That shouldn't take too much additional time away from the rest of your prep work, and will allow you to surprise the players a little bit, too, when you introduce the new goblins to the game.
