WISH IS NOW CONSIDERED 12th LEVEL. A PC or NPC claims these spell abilities by finding 10 different powerful magic items that have control over magic. (One is called Volentes Inhearo and was destroyed in order to keep the chaos elemental planes from collapsing onto all other planes).
I need ideas and thoughts on overpowered spells and, yes, I've already looked at the homebrew on this site but, meh, I also want to see what people come up with here for fun.

Spells that apply conditions even on a failed save. Perhaps paired with similar more powerful conditions:
Fail save == Charmed, Made = Frightened
Fail save == incapacitate, Made = Prone
Failed = 2 levels of exhaustion, made = 1 level of exhaustion

Spells that outright break standard rules, for examples, a 10th level of Haste that lets you cast spells of upto 3rd level as the extra action given. Upcastable at 11th to 4th level, and 12th to 5th level spells.
We have spells that can create permanent stuff like minions and buildings/bases. It would be cool to have spells that can create other permanent stuff like magic items, feats, and even Epic Boons. Having a way to achieve immortality is awesome, and having a spell that grants Epic Boons can let players achieve immortality that way.
As a note, I would say with 10-12th level spells, don’t have them come back on a long rest, have them come back after a 7 long rests (5 if consecutive)
This would make sure it felt heroic, and would allow you to choose stronger effects, without dwarfing the power of 9th levels in the wrong way.
