1) Anybody who touches it (except the wearer) takes 1d8 lightning damage a round. This includes grappling the wearer, being grappled by him, and touching him with metal (weapons, persumably.)
2) Immunity to all spells of third level or lower. I was thinking of letting them roll for a higher level spell the way they would if they used Counterspell on a higher level spell (although making the roll will only cancel the spell regarding them), but I guess I could make it not affect higher level spells at all, if that seems smarter.
Does this seem broken? Also, what type of armor would you choose to have enchanted with these affects? I feel that it should be a metal armor, because it fits the lightning damage thematically, but I don't care beyond that. If there is a type of armor that is considered lousy, I'd be happy to balance it by having that armor be the magical one. (I want this armor for a foe to wear, and I'm trying to deal with the issue that the players will inevitably loot it. For thematic reasos, it doesn't suit me to give the villain a skill or consumable instead, which are the ways that this problem is usually avoided.)

I think if the armor doesn't have an AC boost (i.e. it's not +2 or whatever), and just has the immunity to lower-level spells, it should be ok. Powerful, but there would be a trade-off
Also note that "immunity to spells" should only apply to spells that directly target the wearer. You could still get caught in an AoE like a fireball and the armor wouldn't help you

Something to consider is that immunity to low level spells on a baddie can completely cripple warlocks who don't have many high level slots and often don't have any non-spell options.
You might consider instead making it so the wearer automatically succeeds on saving throws against those spells instead.
You should also consider how this would interact with persistent spell effects - e.g. if you go with the counter-spell-ish version can they just walk through a Wall of Force? If they fail on the counter-spell-ish roll the first time can they just step backwards then forwards to try again?
