You have studied the essence of magic itself; learning how it stores itself in the body, how it diminishes, and—more significantly—how it replenishes. You’ve mastered harnessing magic’s ability to replenish itself and can manipulate it to satisfy yours and your allies' needs.
As a bonus action, you may expend a spell slot to give another ally you can see a spell slot. The expended spell slot cannot be higher than 6th level. If you expend a 5th level spell slot, the ally may replenish any combination of spell levels as long as they add up to 5. For example, they may replenish 5 1st level slots, 1 5th level slot, 1 3rd level slot and 1 2nd level slot, etc.
This feature is balanced.
Level 14: Buffering Drainage
Your pool of temporary hit points granted by the Temporary Buffer feature can now be increased by draining your enemies of their temporary hit points. If an enemy you can see has temporary hit points, you can remove them and add them to your pool as an action. The target must make an Intelligence Saving Throw against your Spell Save DC. On a failure, you successfully take away all their temporary hit points. On a success, you take away half their temporary hit points. If you wish to immediately bolster your allies, you can disperse the number of temporary hit points you drained from this feature to one or multiple allies and you do so as part of this action.
This one is bad, hardly any enemies have temporary hit points.
The 3rd level ones are very over-powered.

This one is bad, hardly any enemies have temporary hit points.
