I think if you intend on giving a -1 to hit, the question shouldn't be "How do I add this", but it should be "What am I willing to give in return?" To give an example, look at the Great Weapon Master feat, where one of the abilities given from it is receiving a -5 to hit, but you get a +10 to the damage, if you hit. Giving a penalty to a hit must also offer a reward. The smaller the penalty, the smaller the reward. This all goes into the "Risk over reward" mentality.
If you wish to give someone a -1 to hit, perhaps a small reward in turn could be that the target has a -1 to their next attack roll. This is just one idea, and there are plenty of other ideas, just know that there must be a balance between the risk and reward.
