I am creating a heavy crossbow that can fire a Net once per short rest (takes a SR to reload the net), the Net would follow all the same rules for applying the Restrained condition as a normal Net but is made from Giant-Spider Silk and therefore I would like to increase the Net AC to 15, it's HP to 15 and the strength DC for freeing yourself to 15. I am wondering if there is anyone that could help me set that up in Conditions? Or is there an easier/different way to approach it? Thanks ahead of time for the help.
None of that stuff requires a homebrew modifier, except maybe reload speed. It all just goes in the weapon description.
On the topic of reload speed, shortening it to 1 minute (or 10 minutes if you prefer) is plenty long enough for your players to only use it once per battle without them having to spend an hour after every battle resting.
I decided I want it to be able to fire an oil flask that ignites on contact too. I'd like it to be able to load 5 oil flasks and fire once per action. Is there a way to assign the boxes like spell slots to the weapon in the creation screen, to track how many flasks have been fired off?
