Is there a way to make a homebrew fighter subclass that can has a class feature that let's it pick two cantrips at level 3, and an additional 1 at level 8, 13, and 17?
Sure. Use the spell option and you can limit it to cantrips from a specific spell list without choosing one, so when the character gets tge feature, it will have to make the choice then.
I see how to add the spells to it, but I do not see a way to make them pick one spell. It just gives them all the spells. The only way that I can see to make them pick one is by doing a class option for each individual spell.
In the class feature, click spells - add spell, then set the the level to cantrip and the class to whatever class you want, set "available at character level" to the level 3, save, repeat for each level they learn a new cantrip.
