I was curious. How do I Homebrew enemy creatures that provide tactical opportunities for both myself as the DM and my players? I need these monsters to be high damage dealers, somewhat low HP, and possibly have a synergy with what the creature(s) can do in groups.
One such creature is a Blink Wolf. Basically, a wolf that has the blink dog's teleport ability.
I was also thinking about using goblins with the orc's Aggressive ability. I'm not sure what to call it.

Kobolds raised by a domineering master (a dragon of some kind) and brainwashed to believe that the greatest glory is to die in combat for the dragon. They have the ability (once per...life, I guess) to self-immolate, basically detonating a Fireball on their own location with one action.
Otherwise, they are statistically identical to regular kobolds. If you want to be mildly mean, they are hard for the dragon to make, and so they're uncommon among kobolds. If you want to be slightly meaner, they dress and look the same as regular kobolds (so you can't pick off the exploding ones as they charge). If you want to be extra extra mean, they aren't hard to make at all, and the dragon is only limited by how many kobolds he has available.
Just scale the fireball damage up or down as needed. Have them start charging from a distance, and the strategy is both sides trying to arrange or avoid melee--at least a melee where the kobold gets to act.
