I'm having trouble creating NPCs for my players to fight. I can usually reskin monsters just to make them surprising and interesting, but my main problem is creating specific NPCs that my players will interact with that will be stronger than the normal monster they're based on.
For example, I have a vampire Seras Victoria (Why yes, I do shamelessly incorporate cool ideas that are not mine into my world) who serves Dracula. I want her to be a Vampire, but MORE than a vampire. For plot reasons, since she was turned by Dracula himself, I think she should be a tier above normal vampires, and a tier above her should be Dracula. I have no idea how to make a balanced monster though. The best I think I can do is maybe add some more regen? Damage dice go up a level? I don't know where the line between "Too easy and similar to a normal vampire" and "Too hard we're all going to die."
Any help is so muchly appreciated.
