My DM created an artifact for me, its mostly dormant at the moment, and he was pretty clear he doesn't have something currently created for it, it was a work in progress. Since I'm a turbonerd I spent a few hours coming up with an idea I really like, and I wanted to get feedback on it before I sent it over to him. In particular I am wondering how people think about the power level. I am pretty excited about the concept, and the general idea of slowing things improves combat for me quite a bit.
For completeness, this is what my DM came up with.
Twilight, the voice of Auril
Weapon (Double-Bladed Scimitar), Artifact (requires attunement by a Every time the blade is used to slay a Warlock beholden to the Summer Court, the blade gains more power.)
2d4+4 slashing, 1d4 cold
Joined by a black iron bar are two shards of nearly translucent blue ice. This blade was designed not only to destroy the enemies of Auril, but to drain their power. The owner of the blade has knowledge of nearby warlocks who draw power from any Arch fey of the Summer court. Once per day the owner can focus on the blades and learn the location of the nearest target marked by Auril.
The weapons full powers seem to be dormant.
Stuff I added ---
Level 2 - The weapon becomes a +1 magic weapon. In addition, whenever a valid creature is damaged by the cold damage portion of this weapon, it must make a DC12 Constitution save. On a fail, that person's blood and limbs are stiffened by Auril's embrace. Their movement is halved and they can't use reaction for 3 rounds. At any time before the duration ends they can choose to spend an action to make another Constitution save to shake off these effects. A valid creature consists of humanoids, beasts, fey, giant, and monstrosity without cold resistance.
Level 3 - The weapon becomes a +2 magic weapon. In addition, the DC increases to 15. In addition, the affected creature has -2 to its AC and Reflex saves. In addition, a valid creature consists of ANY creature without cold resistance.
Level 4 - The weapon becomes a +3 magic weapon. In addition, the DC increases to 18. In addition, the effect is completely as the Slow spell (including actions and attacks). In addition, a valid creature consists of any creature without cold immunity.
More like the Vestiges from CritRole, not on character level. I probably should have been clear about that.
Dunno, I feel like Slow on hit has the potential to be really powerful but I think there's enough limitations in there that its an okay artifact. I guess no one has any opinions on if its too OP.
