Hi guys, just want to preface this question by saying I've really enjoyed reading these forums and this is my first post. :)
I'm running a custom campaign in D&D for a few friends, we're split about 50/50 when it comes to RP/combat, which I'm happy about.
I have a player who is a lvl 13 Blood Hunter (Order of the Ghostslayer), we're starting to focus on his story arc pretty heavily and i want to give him a nice RP related item that could be used in combat.
I have an idea but i want to run passed you guys to see if the item is too over/under powered, i'd also like any suggestions on how to fix it.

Here's the Item:
Spectral Aegis of Recompense
Type: Shield (Targe)
Cost: Unknown
Weight: 0
Bonus: +2 AC
Properties: Magic, Thrown
Special Abilities/Description
As a reaction, throw your shield at an enemy within 5 ft of an ally(up to 20ft away from you). If the shield hits, give that enemy disadvantage on it's next atk roll ((Dex roll for hit?) If 20 bounce to another enemy within 10 ft, if 1 the shield misses and disappears into fog, returning at the end of the players next turn). Otherwise the Aegis returns before the start of the throwers next turn, allowing them to use it again.
10 charges, resets on a short or long rest)
Note: This shield is spectral in form and is summoned by it's wielder(Name: Spooky spectral sounds). Cannot be used by corporeal hands, when thrown it can go through objects to hit its intended target (Target must be visible to thrower)
Summoning the shield
Because it is spectral, the AC bonus is only available when the shield is called and it requires a crimson rite die roll to summon (temp hit point dmg to character).
Lasts 8 hours or until dismissed
