It seems like most people view a zombie hoard as a bunch of new characters running around. What if you instead change the characters statistics instead of trying to model the behavior of each creature. The idea is that the necromancer can raise dead equal to there intelligence modifier plus there proficiency bonus. For each dead raised the player can increase there AC by one, gain 2 temporary hit points, or set a set number of be able to attack with as a bonus action which does 1d6 with the to hit modifier being the number set aside to attack. Basically the wizard get's something to do with there bonus action, some AC, and some temporary hit points. I feel this is a good way to let your necromancer have there hoard but not have too much extra book keeping.
