I'm thinking of a magic item for a wizard (10th level)
Ring of Recovery
When you (or an ally within 60ft of you) makes a spell attack with any spell that requires a spell attack roll and only targeting one creature, you can use your reaction and mastery of arcane knowledge to redirect the spell to attempt to still nick the same creature with the spell.
When the DM declares a miss on a spell attack, you can use your reaction to give a +1 to attack.
If the spell hits, the target then takes half damage from the spell.
Once used, you must take a long rest to regain use.
Personally, the way you wrote this makes no sense. Please make this clear. it feels like you want to redirect after you miss with you spell, to possibly hit another target within range, give to spell a +1 to hit but then if it hits the target only takes half dam, recharge once per day? this would be good unless your against players that can negate damage. i would make it clear it is for damaging spell and it must be a spell that requires a roll, ie a player can not use a spell like heat metal,magic missile etc and allow for the normal rules to apply with cover. this kind of item is good for any spell slinger, after a fashion. i would suggest similer items for other players that use atk rolls for range using magic ammo.
