One of my players asked me if he could homebrew his own feat for his new character, to which I agreed to quite happily, as I was excited to see what kinds of things they might start coming up with to add into the world we're building together. He wanted to make a barbarian with the lowest intelligence he could reasonably go, and maxed out strength and constitution, so I suggested something which lowers his dump stat and boosts one he cares about.
What he came up with is the feat I've pasted below. I'm not sure if it is balanced or not however, as during the last two sessions he was re-rolling his dice whenever he knew an attack wouldn't hit (which makes sense for how they are written). While I'm fine with indulging his power fantasy for this character, it was a little annoying trying to control the threat of the combat having him basically roll with advantage on every turn. I'm aware that the melee attack portion of this feat is a slightly nerfed version of Savage Attacker (pp 169 PHB), but I'm wondering if there is a bit too much packed in there? Should I ask him to change any of it?
Thick Skulled Savage
Prerequisite: Intelligence 10 or lower. Constitution 14 or higher.

Decrease your Intelligence by 1, to a minimum of 2.
Increase your Constitution by 2, to a maximum of 20.
Once per turn when you roll damage for a melee weapon attack, you can reroll the weapon’s damage dice and use either the second roll or the average of both rounded down.
