If it is flavor only, talk to your DM that your character floats when moves (RP), but walking rules would apply to him (still trigger pressure plates, have footprints (or other tracks) and would fell down holes when relevant). Normally floating is quite a big boon to have to pass out for "free."
We usually allow any non-mechanical flavorization but when it comes to rules the flavor is not relevant. For example if the nature paladin wants his armor to be wood for flavour, it would still be applicable for heat metal or shocking graps advantage.
looking for a way to make a character to float near constant as. mostly for flavor but i want to know if there is a mechnic or rule
Boots of levitation.
The Fairy race from the newest UA has flight speed with hover that explicitly does not require wings to work.
Canto alla vita
alla sua bellezza
ad ogni sua ferita
ogni sua carezza!
I sing to life and to its tragic beauty
To pain and to strife, but all that dances through me
The rise and the fall, I've lived through it all!

There’s a warlock 9 invocation, Ascendant Step.

I'm going to make this way harder than it needs to be.
Not quite levitation, but a broom of flying.
