I have a player who wants to setup a Chromatic Dragonborn Monk. At level 5 he has an extra attack. With the way the breath weapon is worded, would he be able to use the breath weapon on either the attack action or extra attack action or both? In the line would he also be able to do a melee attack along with the breath weapon attack in the same turn?
Breath Weapon. When you take the Attack action on your turn, you can replace one of your attacks with an exhalation of magical energy in a 30-foot line that is 5 feet wide. Each creature in that area must make a Dexterity saving throw (DC = 8 + your Constitution modifier + your proficiency bonus). On a failed save, the creature takes 1d10 damage of the type associated with your Chromatic Ancestry. On a successful save, it takes half as much damage. This damage increases by 1d10 when you reach 5th level (2d10), 11th level (3d10), and 17th level (4d10).
You can use your Breath Weapon a number of times equal to your proficiency bonus, and you regain all expended uses when you finish a long rest.
Yes, the new system for breath weapons is that it replaces any one of the attacks you make with the Attack Action. It's much better than the old system which used a whole separate Action.
So from level 5 onwards he can make a weapon attack and then a breath weapon attack, or vice versa.

Or if you are the new Ascendant Dragon Monk you can use from Lvl 5 on 2 breaths (1 from your subclass, 1 from your race).
