Storm of vengeance does only what it says it does on a given round. Its effects are not cumulative and only last for the round that they are said to be activated on. The spell is pretty much exclusively useful for destroying settlements; it is not powerful for its damage, but for its 360 foot radius.

The effects are not cumulative. Specifically the spell states: "Each round you maintain concentration on this spell, the storm produces different effects on your turn."
For 9th level it is very underwhelming compared to something like Meteor Swarm. However, if both spells are used to their maximum effects Storm of Vengeance has the potential to do 5 times more damage than Meteor Swarm.
If every square of the spells AoE is filled for the entire duration then Meteor Swarm will do 40d6 damage to 25,600 medium sized creatures instantly. Storm of Vengeance on the other hand will do a total of 11d6 damage to each creature over the 10 round duration and can affect up to 518,400 medium sized creatures.
If we look at just the first round of Storm of Vengeance it can do essentially the same amount of damage as Meteor Swarm. 2d6 to 518,400 targets is a total of 1,036,800d6 damage compared to 40d6 to 25,600 targets for a total of 1,024,000d6 damage.
The issue with Storm of Vengeance (and really both of these spells) is that they are too big to be practical. Short of full on siege warfare there will never be that many targets packed so closely together.
The other thing to remember about storm of vengeance is it has a range of sight. You can totally be the guy on the mountaintop miles from a place and call down the wrath of nature upon it.
Also its a druid spell. It's tough to compare to a wizard spell. No one would have a choice between SoV and Meteor Swarm. And, honestly, the other level 9 Durid spells (there's only 4) aren't too great. The choice is between SoV and what? Maybe shapechange so you can burn a high level spell slot to do a better wildshape? You're certainly not going to walk around with True Res prepared. Foresight is actually pretty solid, but it's not exactly going to be fun and flashy to just give someone advantage for a day. And a druid casting level 9 spells has a lot of other things going on for them (They're in armor, they have better hp, they're wildshaping, etc.). For a wizard, casting spells is pretty much all they do, so it seems reasonable to me that their spells are better.
