If the DM decides to allow the giant foundling and rune carver backgrounds, all characters in the campaign gain access to a bonus feat. If you select one of those backgrounds, you gain the bonus feat specified in that background. If the background you choose doesn’t provide a feat, you gain a bonus feat of your choice from the following list (these feats appear in the Player’s Handbook):
So the way I'm understanding this, If I have a party of 5 and one of them chooses a giant foundling background, all the other players get to pick either the Skilled or Tough Feat.
Am I understanding this correctly? Yes or No, if no please explain why.
I will say that I’m playing in a party where one or maybe 2 of the 5 of us took the strixhaven background and associated feat. The remaining 3 did not get an extra level 1 feat. It has caused no problems, and no feelings of being weaker or underpowered. And that’s coming from someone who did not take the background and so I don’t have the feat. So, while it’s RAW, it may not be strictly necessary. But that may depend on your group.
Also, it's not clear from the information provided in the OP that the party necessarily has to have any characters choose the specified background in order to "unlock" the ability to take an extra feat for all characters. It seems to me that all 5 out of 5 party members could select the Skilled or Tough feat instead if desired.
The bonus feat at 1st lvl is a suggestion, because normally feats offer more active utilities than background features ( players and DMs forget those more easily or dont make them auto-succeed depending on table/dm). But is not an obligation.
For a more "powerfull" version you also have the suggested list of feats in the Theros book.
On a recent campaing (icespire peak using taldorei map and lore), the DM did gave us the option of a 1st lvl bonus feat, as long as it were Skilled, Tough or something related to the background, its a nice power up, but not a problem when the DM also powergames the encounters (we are just starting, but its comming once he gets the time and handle of the encounters)

Thank you.
This is what Bonus Feat say.. Remember that Feats are optional so you can always opt to not use them in your campaign too.
