Let's say a party of characters get into a boss battle and one of the characters casts Time Stop. Since most lair actions are environmental effects, would they still occur? Since the player that cast Time Stop is getting several "turns" would initiative 20 occur every turn?

No. You're confusing turn with round. Initiative pauses at whatever count the caster is on and stays where it is while they take their successive turns. Essentially, if the caster's initiative is, for example, 14, initiative count 14 happens several times in a row before initiative begins counting down again.
