My player just asked me if a base human, using custom origin, can have a +2 in 3 different ability scores. Is this possible, and if so, should I allow it? For context, he's playing an artificer/rogue multiclass.
By RAW, it is not possible. No, you should not do it.
A +2, will always give a character a bonus to their modifier, where a +1 will not. three +2's (especially in a character that will need multiple good stats) will make a pretty overpowered character. Not to mention everyone else will get a +2 and a +1, so this player will have a character with much better stats than everyone else. Assuming you use point buy or array. If you roll for stats, then it gets a bit trickier, since the power budget for rolled characters will swing wildly.
If you gain more than one increase, you can’t apply those increases to the same ability score, and you can’t increase a score above 20.
Custom origin rules don't change the distribution, they just let you change which stats the bonuses are applied to. Which is pointless for humans, since it's either +1 to everything or two +1 wildcards already.
