In our case DM nearly allows to do a short rest(very very rarely). And long rest are basically at the end of each session( play time 2-3hr)
Me playing as warlock i really start to feel useless, because our wizard can enter combat use all high spell slots then after 2 3 fights our session is over and we go long rest
Which makes my class pretty much useless. I have only 3 spell slots and i regain them together with wizard onc long rest and he has 18 spell slots
Whats best mechanics to implement short rest and cut the frequency of long rests so i can advice our DM?
I mean, there's not really a "best" mechanic for this, and it sounds more like you need to talk with your DM about pacing and such rather than look for some rules to brandish in their face.
Rests really should not be based on play time but rather time in the game. We have sessions that cover 3-4 days of game time in one session and others that took 2 game sessions to cover a 10 minute fight. Table rule for us is one short rest during a game day. Maybe talk to the DM about how lack of the short rest effects your character. If he is unmoving on it maybe ask about changing characters
Here are some loose guidelines given in the DMG in Chapter 3 -- Creating Adventures --> Creating Encounters --> Creating A Combat Encounter --> The Adventuring Day:
Assuming typical adventuring conditions and average luck, most adventuring parties can handle about six to eight medium or hard encounters in a day. If the adventure has more easy encounters, the adventurers can get through more. If it has more deadly encounters, they can handle fewer.

In general, over the course of a full adventuring day, the party will likely need to take two short rests, about one-third and two-thirds of the way through the day.
So this gives an idea of the type of gameplay style that the game is designed and balanced for. In practice, a lot of games are not this combat heavy between long rests -- or at least some parts of the game or some parts of the campaign. So that can impact how classes are balanced with each other as you seem to be experiencing.
The best way to go is to just bring this up with the DM and work through how things could be tweaked in the future to help with this problem but there will always be some power mismatches within any party.
