Should the part “uses” be “can use” regarding the ability bonus to use? I think about Eldritch Knight or Bladesinger (as it probably will be), if we use only 2024 ruleset, so no Booming Blade or similar. Forced to use Int in the case of EK usually will be lower, and for Bladesinger prevents you for making some more combat oriented Wizard (using spells mainly for utility and buffs). IMO allowing to choose between your spellcasting or physical ability should not be limited like currently is.
I don't think so. I hope it is deliberate design in True Strike to force people who want use it to invest in their spellcasting ability. Because BB/GFB are quite problematic from a game-design point of view. But obviously rule-1 is that if the rules are unfun to you, change them.
As agilemind rightly points out, investing in your casting stat is not investing in your weapon attacks and vice versa. The feats are different, and extra attack is generally way more valuable than bonuses you can stack on true strike. Not to mention weapon users generally get tools from their class that help them use weapons.
That could be a reason but then cannot understand why was preserved the fact that with only one level of Warlock Charisma users can do everything.
Because Warlock does not get Weapon Mastery, and weapon-based feats now give ASI bonuses to STR & DEX, and True Strike gives bonus damage.
It is deliberately designed to create a trade-off situation. You can EITHER go full on weapon-user and get the damage bonuses from weapon feats and weapon masteries, OR you can go full on using magic to augment your weapon attacks and invest in your spellcasting ability mod and sacrifice the damage bonuses from weapon feats / masteries, OR you can do something in between and be not as good at either as a character that specialized.
Trade-offs are a good thing for the game, because it means lots of different characters are all "good" in different ways. If you could do all things all the time then all characters would be either identical or some would just be worse than others.

Clearly it's by design that the attack via True Strike uses your spellcasting ability instead of using Strength or Dexterity.

can true strike be used as melee or renged? the PHB just states weapon attack.
