"You must adopt a form that has the same basic arrangement of limbs as you have."
For the purposes of the Disguise Self spell, vertebrate wings would be considered limbs, wouldn't they? (They're part of the musculoskeletal structure. They're used for movement.)
But doesn't this mean a human can't use this spell to disguise themself as an aaracokra, nor vice versa?
Very much DM say. I’d probably allow it, because I wouldn’t want to start getting too deep into the anatomy. There’s nothing in RAW that specifies just how any wings work or are attached. But if we want to start down that road and say they are, Aaracokra wings are no good, but what about fairy wings? What about a satyr’s horns? And tails, where do we draw the line on tails? Some of them just swish around, but I think at least one species has a prehensile tail. And an loxodon snout, what’s that? What about thri-kreen? Can they just only ever look like a different thri-kreen?
For simplicity, I’d probably let you look like any playable race, except maybe a plasmoid because you’ve got to draw a line somewhere.
Because Disguise Self is just an illusion, and doesn't actually change the shape of your body, I tend to give people a lot of leeway with it. I'd probably allow someone casting it to give themselves wings, with the understanding that this doesn't give them the ability to fly (because the wings are illusory) and they'll need to be careful in how they move them around lest their wings pass through some object and give away the deception.

So it would seem, although the DM always has final say in the scope of these things.
I interpret it to mean that yes.
