So I'm running a campaign where a player has a staff that allows him to cast spells. Does this player need to be at the level he would normally gain the spell slot for this spell? Or does the staff itself bypass this. For instance if a level 3 sorcerer acquired a staff of fireball, would he be able to cast fireball using this staff normally or would he need to be level five when he would gain the 3rd lvl spell slots that would enable him to cast the spell without the staff?
Thank you for the reply it helps alot because it was something we werent sure on. Staff in question was a staff of power and we were too sure whether the player could just use any of the given spells when he didnt normally know them. So thank you very much you helped me a great deal with this :)

Staff of Power at lvl 3?
No they are higher level and the spells are locked as part of a backstory. I renamed the staff as the Staff of Anoth for a significant npc in my campaign. The player was given the staff with a missing crystal that gives it the abilities for the spells. My confusion was just how to unlock the spells for the player as they obtained shards of said crystal without unlocking things that would be useless to them. Player is lvl 7 but can only use ray of enfeeblement currently.

There is no requirement of spells slot level when casting spells from a staff. The caster is good to have fun with fireball at level 3.
