Not intrinsically, no. It depends on the cantrip.
I would suggest creating a homebrewed cantrip with a casting time of 1 bonus action, which gives the caster some bonuses on the weapon attacks of the following Attack action.
I‘m looking to make an elf wizard who uses a bow and RPs like a hunter with rituals. So I’ll already have bow proficiency. At 1st level i’m Almost as good with a bow as a Ranger.
Obviously I won’t get Archer fighting style. But otherwise I’m not far behind.
Then at 5th they get Extra Attack. I don’t with a bow, but I do with firebolt cantrip. I don’t want to use firebolt (though I could refluff the spell to be using a bow of course). So I was thinking of a cantrip which lets me use my bow for extra attacks at 5th level.

At any rate, I think you can homebrew a cantrip (casting time 1 bonus action) which gives the caster the benefits of Extra Attack. I think it would not be unbalanced if concentration is also a requirement. But, you are the DM, your call.
Could this character not be a Fighter Arcane Archer with Ritual Caster and Magic Initiate feats? If you are a High Elf this would give you 3 wizard cantrips, 3 1st level spells (plus any other rituals you find), and all the magic of the arcane archer subclass. Also you will be a spectacular archer.
You could create a homebrew wizard subclass in the same vein of bladesinger.
You can include a fighting style at level 2, extra attack at level 6, and a feature similar to book of ancient secrets from warlock to learn rituals outside the wizard spell list.
I don't think a "Rapid Shot" cantrip would be overpowered at all. Casting time of one bonus action, allows you to make an extra attack when you attack with a bow. I'd also say they arrows count as magic for purposes of overcoming resistance.

Is there a cantrip which simply lets a caster use a weapon to make an attack? No bonuses to hit or damage. But gets 2 attacks at 5th etc ???

No. There are cantrips that need a weapon attack to function, like Booming Blade.
However, you use the [Tooltip Not Found] action, not the attack, so that weapon attack is not eligible for the benefits of Extra Attack.
Eldritch Blast doesn't use a weapon but follows that same progression with multiple seperate attacks
Shillelagh let's you use your spell modifier to attack with a weapon

Why can't you use a bow for Extra Attack?
Extra Attack is perfectly eligible for ranged weapon attacks.
Not if you are a wizard. You don’t get that class feature.

All great ideas, but sadly in this case I am a player not the DM so I don't think an entire homebrewed class will fly.
My solution is to play an EK with Ritual Caster. It's a nice enough balance for me and is entirely RAW within the PHB too which helps.
