l have this idea about making magic items but l dont know if they are possible,so l made this.
would lt be possible to infuse spells into items? like could l have sword that when hitting a enemy,causes,say,charm person. or rubber bullets that makes whoever hit fall asleep,or arrows that cause a fire ball when making contact?
would it be possible? if so,would it have to be a artificer or can any (magic) class do it?
l ask cause l want to know if my pacifist gunslinger that uses magic rubber bullets to knock out enemys (with sleep) would be possible.
That is all up to your DM. Lore wise, it is possible with research and testing. Rules wise, it is homebrew and DM's discretion. There are some rules for crafting magic items once your DM okay's it (they also leave some decisions to DM).
cool,thanks for the feedback. ps how did you get "half-dragon archmage" ? is that just some cool title or is that something that can actualy be gained in game? l know about the ritual to become a half dragon,but from what l hear it is one of the npc only things,is this true,or can a player (dm willing) do it too? (l ask cause l have a few character ideas that can benefit from the transformation)

It is a custom title I was granted recently for being helpful. There may be a few others with custom titles too.
Humanoids can become a half-dragon by ritual (usually chromatic Dragon with cult aid) or be born that way (metallic dragons can polymorph). There is not an official player character option for it yet. You can homebrew or reskin a race with DM permission.
if you get the dungeon masters guide there are rules for creating so called "magical items", how much time it takes, how much gold it uses etc. check the chapter for more details on what kinds of spells you should be able to put into a magic item at different levels of rarity. xanatars guide to everything provides simpler rules for magic item creation, but does not give descriptions for magic items, so you'd need the dungeon masters guide first. As well the spell glyph of warding lets you create an magical trap similar to what you might be looking for (but far more limited)

i am soup, with too many ideas (all of them very spicy) who has made sufficient homebrew material and character to last an thousand human lifetimes
