So one thing I am really curious about is how you would create a character that is a product of interspieces breeding. I mean if an orc and a human or an elf and a human can create children why can't other races intermingle? Or is DnD saying that ONLY humans can mate with other races? I think the idea of these half races is interesting and would like to incorperate it in my world. I mean, it may be a rare or common place I haven't decided yet.
Well, one way would be for it to be purely flavor. Say you wanted a half halfling, half dragonborn. You could simply use rules for a halfling or a dragonborn, saying the character favors that parent generically, and them make them look quirky, like an unusually small dragonborn with claws and a dragon face but no scales and a full head of halfling hair or something. That might be the easiest way to do it without worrying about upsetting game balance.
Another choice would be to homebrew a race. Pick a couple features from one and a couple from the other and mash them together.
A third might be to find a race in a book you don't use, and re-skin it. Like say someone can be a half orc, half dwarf and tell them to use firbolg or something. (I don't know if that would fit, it's just an example off the top of my head.)

Interesting aspect of the flavor only aspect is you could have them be able to take one of the racial feats available from Xanathar's Guide to Everything or another source (if they become available).
Which does bring another aspect to the table, you could simply create feats to add some aspects of one race to the other race. Getting the balance in place will probably take some time and you'd want to give the players that aren't a half-race something to counter the extra benefit recieved by the player with the half race.
