Technically yes. Should they? If it serves a purpose. NPC:s are DM property and the DM can decide what mechanics they have or don't have based on what they need from them. Usually we try to keep the NPCs mechanically slim so that the DM can focus more on other things than paperwork and mathematics. 😄
Another example. At our table, we don't usually give NPCs or enemies death saves unless there is a specific reason for that. There is no right or wrong here, it's just to keep the flow of battle dynamic and smooth.

It is an all creatures thing. NPCs can rest too and absolutely should if the players are (you can just use average rolls for it)
