Horde Breaker Once on each of your turns when you make a weapon attack, you can make another attack with the same weapon against a different creature that is within 5 feet of the original target and within range of your weapon.
Two-Weapon Fighting When you take the Attack action and attack with a light melee weapon that you're holding in one hand, you can use a bonus action to attack with a different light melee weapon that you're holding in the other hand.
Horde Breaker has no interaction with Two-Weapon Fighting, nor is it dependent on the Attack action either. The only requirements that need to be fulfilled to use the HB attack are: weapon attack (melee or ranged!), and another creature being within 5' of the first.
Anything which allows you to make a weapon attack fulfills that requirement. You could use the [Tooltip Not Found] action on Booming Blade to fulfill that requirement. You could also fulfill it by making a weapon attack via a bonus action.
The rub is that you are locked into taking the Attack action if you are wanting to use TWF for your BA.

If you mean one normal attack, one bonus action attack with the other hand and one Horde Breaker attack with either hand then, yes.
