I'm in the midst of creating one of 2 campaigns at the moment, this one being a gothic/horror themed one. For some background info, there are 13 noble houses that each govern different parts of everyday life, rather than a town or city. So far I have sorted out:
- Agriculture, religion, magic (schools and learning), magic (alchemy and magic items), raw materials (stone, wood), metals and gems, law enforcement, monster hunting/military (as one thing), trade goods (any non staple foods e.g spices, fruits etc) and the taboo arts (necromancy is a part of normal life through skeleton workers and has rules to keep it in check).
I need to cover two more Noble houses. I know I don't want any sort of labourers union since that makes it feel too real world-y (to me at least). I honestly have no ideas at this point, but really want to keep the 13 houses for lore reasons.
Any help is welcome.

You have Law Enforcement, but not Law Creation or Judiciary Boards, or have you combined those all together. Judiciary can extend beyond only handling laws, their application, and interpretation by also going into inquisition and investigation. If Legislation would be some group effort of all of them, they'd still need people to investigate crimes, settle arguments, and offer rulings even if they do not have the power to pass judgment and enforce it directly.

I am 99.7603% convinced that the digital dice are messing with me. I roll high when nobody's looking and low when anyone else can see.🎲 “It's a bit early to be thinking about an epitaph. No?” will be my epitaph.
Ah thanks, I could definitely see a kind of Inquisition (like in The First Law series) fitting in very nicely with the theme, and could work with the other houses quite nicely.

Manufacturing
Transportation, such as roads, trains, boats, teleportation network
Banking and finance
Military
Law enforcement
Administrative law including taxes and the Sheriff's department
Foreign relations
Maybe there is something in there you can use
I like the idea of Lorekeeping, it would make for a very interesting and secretive House.
