I have a player who wants to create a goblin character. Currently I have the free membership for Beyond. If/when I upgrade to a paid tier, does the character creator allow you to choose more races, like this goblin character?
No. You get more content by buying books. The paid tiers give you the benefits listed, but unlock nothing. (The big benefit is content sharing at master tier.)
To get goblins, currently you'd buy Mordenkainen presents monsters of the multiverse. (Also gets you a bunch of other races and quite a lot of monster stat blocks.) Then either you need to make the character, unassigned it, and let them claim it, or one of you needs a master subscription for content sharing.
There is also the option of rolling your own goblin through the homebrew tools. Kind of intimidating, but not actually that hard, and there are extensive FAQs elsewhere in these forums. (Remember that you don't need to publish your homebrew to the greater community -- everyone in a campaign has access to each other's homebrew regardless. Publishing is for stuff that is interesting, unique, and finished enough to interest people in general.)

You can. Without content sharing, your player can't.
