Lore wise it really depends on he world - this check with your DM territory really. In general dwarves and elves have the finest smiths - if you can convince them to work for you. Also generally, dwarves are better with Admantine while elves are better with mithril. Finally, if your DM even allows crafting your best bets are large cities or large Dwarven/elven enclaves. As a DM I generally price masterwork items about halfway between standard price and magic price.
Depending on your setting, there's always Gond Gearsmith - who is god of smiths and invention. I'm guessing his temples would essentially be big divine forges, but who knows. There's also Moradin, the dwarven all-father, who forged the world.
Or, simply make something up. The secretive Makers Guild, for instance, an organisation of smiths, tinkers, shapers and creators with knowledge and insight to rival that of the gods themselves. Since their creations are often dangerous - something difficult to control - and because they have little in the way of moral constraints (it's not the weapon that kills, it's the man), they are illegal in many places, but still highly sought mostly everywhere.
I had a priestess of the Deep Below (the elemental faith of rock and stone and the deep dark underground), an earth genasi by the name of ... um ... Letite Lyelle. I'm not sure why her name sounds french, I think maybe I gave her a kind of cajun accent? Anyways, she too was a master smith.

I have a number of master smiths but they are in my world not n a published world so not really available sadly. That’s the thing, neither the story books, setting books or game modules really identify master smiths by name. Here and there they give the names of a few smiths but never really say just how good they are. There is a smith in Phandelver, another in Waterdeep heist ( actually a pair of brothers if memory serves), another in Ghosts of Saltmarsh (a woman with a set of high quality Dwarven tools no less) but nothing that makes clear they are master smiths or better.

To my lore masters out there: Is there a person, deity, group, or race(s) who are considered the master smiths or forge masters?
I’m currently something and I’m at a point where the party is looking for one to craft master weapons and/or armor.
