Next level I will be getting my level 8 ASI and I was thinking of pulling my intelligence up to 20 but 19 would give me the +5 so would it make any difference. And if I only put one in intelligence I could pull Dexterity up to 17 giving me a + 4 to my Dec modifier adding to my AC

This is the rules forum - I think you want the tips forum, or maybe the wizard forum.
That said, Wolf is right - you've inverted your math. Ability modifiers go up on evens, not odds. Most people would raise Int to 20 here.
Another strategy would be to grab a half-ability score feat (like shadow touched or fey touched). You won't get your +5 modifier yet, but you'll grab some new spells and you can do the same thing on your next ASI to get to 20 int. It takes longer to build out, but you'll end up with more spells and free spells slots.
If you are going with a feat I would take one that helps you keep concentration. Warcaster is better if you ar efinding you get op attacks (though you shouldn't) or having issues keeping a hand free for somantic components of you spells or if you expect your campaign to end at a reasonable low level
Resiliant is better if you are facing things like poison clouds requiring non-concentration con saves and if you expect the campaign to go to high levels (warcaster gives advantage which better than resiliants +3 at level 8, roughly the save as +4 that resilant gives at level 9-12 and worse after that). On top of that if you max out int at level 12 at level 16 you can take skilled to get you Con up to 16 (for a +3) and get expertise in something like arcana.
Always max out your main ability as soon as you can. It may not be as flashy as taking a feat, but the earlier you max it, the better.
If you do go for a feat then take Lucky, probably the best feat in the game and hugely underrated.
Dex isn't worth much to you as a wizard. You might have Mage Armor and +4 DEX for total AC17, but that's not going to be worth much at higher levels when monsters have +11 or better to hit.
I would not take the Lucky feat since it isn't actually that good in practice unless your DM tends to run single encounter days so that you can use it much more frequently.
If you want a feat then you might want to consider Alert. +5 to initiative can be a game changer for encounters when the wizard gets to go first and use a spell before the opponents move in. In addition, NOT being surprised means that the wizard gets to cast on the first round which can also be a game changer for an encounter where the rest of your party has been surprised.
Wow David42 I think you're the first person I've seen that doesn't like the Lucky feat. I mean I agree it's not the best feat for a Wizard at this level, but re-rolling failed rolls 3 times a day is rather powerful. I mean if you don't like it, you don't like it. I'm not trying to change your mind or anything. I was just really surprised.
The 19 gives a +4, not a +5. Always max out your primary stat (INT for wizards), then ensure that your CON and DEX stats are high enough to keep you alive (Which isn't very high), then focus on feats.
With your stats, I'd go for the 20 in INT, then focus on whatever feats you think are going to be helpful or fun.
Actually my DM is a bit of a mad man and says he dislikes concentration so he gave me a ring that gives me advantage to Constitution saving throws so I think I'll make my int 20
I actually love this idea because fey touched fits in perfect to my backstory Sorry for the wall of text
Percival ( self given name) Ru,sq Iron was born in a place known as the Spine of the World which is a mountain range, that stretches across the northwest region of Faerûn from the Cold Run near the Sea of Moving Ice, to the Ice Spires north of the Silver Marches as a part of the Goliath tribe of Ogolakanu his intelligence vastly outweighed his physical strength making him useless to the tribe so he was given as a slave to the orc clan of Karuck for his clans reparations for having lost a battle to the Orc Clan.
The question in the mind of Percival and every one in the tribe was why would Orcs want a young runty Goliath he soon understood that they had an evil plot of going through some kind of as he was weekly harvested for blood from the orc shaman there he had his first introduction to Magic sometimes even seeing mistakes in the Orcs calculation and changing them when he wasn't looking making sure they both didn't die due to some of the Orcs shakey maths. There he was beated to a pulp as he spent about 5 years in captivity his only wish was to escape this seemed impossible but his wish became true as he met small fey creature by the name of Adelina stuck inside of a bramble bush he got her out of it. They quickly became friends, as she could fly she would fly to nearby settlements and steal small bits of bread crumbs and bring them back for Arrin (Goliath Name).
During this time he changed his name to what he is now know as Percival. Adelina saw how the Orcs treated him and knew she had to do something about it so using her magical talents she taught Percival his beginnings with Magic and they created a plan. When Adelina was happy for him to put their plan into action. Ending with a confrontation with the chieftain of the orc clan Raghat Percival was heavily beat up but coming to his aid like he did to her Adelia was able to take him to safety but this friendship could not last much longer as it was now spring and Adelia had to attend to natures challenge of changing seasons. Now he hopes to become powerful in his pursuit to avenge his captors. To meet his family and tribe as the new man he has become and to prove that they were wrong about him. In this pursuit he tried to join Black Water academy but was denied entry and so did labor around the campus, sneaking into the library at night to read the tomes of magic but one day after having discovered a new powerful spell he dropped his book waking up a professor that had fallen asleep in the library he was found but after showing the professor by the name off Rhedarin what he had done he seemed to see some potential in him. So he promised to get him a space in his classes after quite a while of doing lesson based teaching he thought he needed to move on to practical experience

Modifiers go up on even values, not odd. A 17 is still a +3, a 19 is still a +4.

I would max out your intelligence. That will give you more than anything else in my opinion.

Yeah I agree with Sanvael on the Dex. You've got plenty for a Wizard. There's better things for you to spend your ASIs on.
I would boost Int to 20.
