I'm curious about the best way to build a character who specializes in throwing weapons. The character is a young Triton land-skirmisher based on the Roman velite, So I'm primarily interested in strength builds utilizing javelins. (I was considering Eldritch Knight, just so I could return the spear/javelin to my hand)
If you have Tasha's, consider some of the options that were presented for the builds for the battlemaster, specifically the hoplite and skirmisher options. Not all of the options will fit your idea, but it will give some good ideas.
Fighter is probably a good choice and EK does have the weapon Bond, but javelins are pretty cheap. The Javelin of Lightning would be a good reason to go that route. A Dwarven Thrower might be better, but that will shoehorn you into being a dwarf.
I would consider the hoplite build as a fallback, especially since you could use PAM to get you some consistent damage from a spear should you find yourself unable to attack from range. Piercer feat seems a little lackluster to me, but it would give some extra damage to your chosen damage type.
Avoid Sharpshooter feat unless you are using darts as the feat doesn't interact with melee weapons with the thrown property.
I would consider using handaxes as a primary option and getting the slasher feat. You could still have the javelins as backup, but the slasher feat would give you some utility by reducing one creature's speed by 10 ft per round, including OA attacks.
I would also consider getting a second fighting style through MC or Fighting Initiate. Dueling could stack with Thrown Weapon fighting to give you a +4 to attacks as long as you only had one weapon in hand when you attacked. It could also give you an option to make a thrown weapon attack with one hand for the +2 of the thrown weapon style while maintaining the +2 with a weapon in the other hand that you don't throw. This would be active for OAs.
That item isn't very good for classes that get Extra Attack because it provides its own Action which is not the Attack so it doesn't work with Extra Attack. So it's great for Rogues but terrible for Fighters.

It would largely be for if they ran out of their normal throwing weapons. It's redundant with weapon Bond or something like a pact weapon and the daggers would be slightly lower damage than everything else the OP would be considering if they don't have one of those options. They could get some kind of ranged cantrip as a fallback, but the bracers would allow them to go with something like battlemaster, not MC warlock, and still have a "cantrip" like attack option for range should they not want to be in melee. It would still use their primary attack stat. I wouldn't recommend it as their primary attack, especially since javelins are cheap and a Quiver of Ehlonna could hold quite a few. I guess I didn't add that item to the previous post though
