Going off the specialization, favored attributes and major skills of this class , How would I go about building this class in DnD if at possible wether it's a multiclass or a pre existing class that comes closest
Probably the closest going by Oblivion specs would be Bladesinger, although that’ll be lighter on armor than your typical TES battlemage. Otherwise it depends just how much spell blasting you want.
I might also suggest a Battle Smith Artificer as that makes you fairly decent in both Melee attacks and spells, and gets you a respectable AC with Medium Armor and Shield proficiency. Either that an Eldritch Knight, or a Hexblade PoB Warlock.
I feel like any Wizard class is going to just ignore weapon attacks in favor of spells, as these get way stronger in the long term. The only exception is Bladesinger, but that is limited in uses, so cannot reliably be your only strategy.

That is very campaign dependent, I have been on campaigns where you might explore a "dungeon" with 5-8 encounters in a day on a semi regular basis, in a bladesinger regularly has to go into combat without bladesinging they are quite seriosly nerfed.
If by "Battlemage" you mean the Oblivion class I disagree with Ace of rogues, in that Oblivion Battle Mages tended to use light or no armor as wearing armor as the wiki said "Lacking armor or shield skills, a Battlemage will need to either use summoned creatures to divert enemy attention away from themselves, or, like the Witchhunter, use bound armor. " (bound armor could be likened to mage armor).
Battlemages have magic as their specialism so I see them as wizards who can use weapons rather than a fighter with a bit of magic. Battlemages have major skills in blade and blunt are only proficient in daggers and quarterstaff. You could see this as enough weapon proficiency and go straight wizard (probably conjuration, Abjuration, evocation or War) or you could take a dip in fighter for proficiency in martial weapons and a fighting style to be a bit more Gish.
As nearly everyone used customn classes in Oblivion people have different ideas what a battlemage is. If you look up build guides for "battle mage" in ES games most of the time is is a Gish build with no reference to the battlemage class and usually wearing armor.

Paladin, you want a paladin.
Paladin is good for hitting stuff with a sword and dealing extra damage, but that's not really what a battlemage is here.
INT + STR sounds like a EK to me, but you probably want to MC Wizard to get more of a magic focus.
