To be as serious as I can be in this scenario if the character is a boss enemy, I would start with a Beholder concept and rename/modify things. The beam from the primary eye could be spewing Kool-Aid with some effect. It no longer floats, but having arms and legs would compensate with some physical damage (no biting, though... headbutting maybe). Being translucent could still allow it to see behind itself for no flanking as with a Beholder. It would have vulnerability to bludgeoning damage. The beams from secondary eyes could be spillage. The sound of its voice could cause charm or confusion with a failed save depending on the age of the characters facing it in replacing one of the secondary eye effects.
As for a player character, I have no idea.

Monk sounds good. Way of the open hand specifically. I don't know if any class gives you a siege weapon effect, if not just take a dip in barbarian, going as far as taking the berserker subclass if you take enough levels.
Homebrew is always an option though. A building breaking monk subclass is good.
I would have a conversation with the DM first about bringing back composite elementals from 2nd or 3rd edition of AD&D. Then I would argue that a Moon Circle Druid be able to shift into one of them that combined Earth (for siege damage) and Water (for mobility in water and a weaker vortex ability) and have that PC take Magic Initiate to get some Wiz cantrips. When the PC is not wildshaped they could use Create Food & Water with Prestigitation during downtime, then hand out lots of cool refreshing sweet drinks to the NPCs the party means. And say "Oooh YeaH!" a lot.
Path of the Juggernaut Barbarian archetype from Critical Role's Tal Dorei campaign setting pdf has a class feature that's perfect for this.

Hmmm. For a PC, maybe a monk with adamantine knuckles to do critical damage vs. constructs and objects. Would make punching through walls easier.
For an NPC, I'd modify the keg robot.

Here, have some homebrew classes! Subclasses to? Why not races. Feats, feats as well. I have a lot of magic items. Lastly I got monsters, fun, fun times.
