When multiclassing you must meet the prerequisite stats for your current class and the new class. For example, with starting class Warlock you can have CHA 8. However to multiclass to Wizard you must have INT 13 (for the new class), and CHA 13 (for the current class). An attempt to multiclass from Warlock to Wizard with 8 CHA should be prevented.
Actual behaviour:
You can create a Warlock at leave 1 (starting class) with CHA 8. That is legit.
When you attempt to multiclass to Wizard the D&D Beyond tool allows this (when it should not, because the CHA 13 prerequisite for the current class is not met).
