The Tortle's natural armor gives "a base AC of 17 (your Dexterity modifier doesn’t affect this number)" This does not say anything about your Wisdom modifier not affecting this number.
Formula is a formula. The rules are not trying to trick you. Monk is not a bonus. Its a formula and thus you have to chose between formulas. Cant add both.

I know the question has been answered but I thought a link to the books would be beneficial as well. Both sources have a Armor class section with the last two sentences "Some spells and class features give you a different way to calculate your AC. If you have multiple features that give you different ways to calculate your AC, you choose which one to use."
first and foremost, we can't change profile characters by just posting th elink to the page. that page is linked to your profile, we don't have your profile account. thus we cannot see your character.
as for the system not giving you a choice... well i agree that clicking the AC should give us some options instead of just saying what is what. because severely lacking.
